I think that was just to make it available when needed, it still needed to be made active given certain conditions or brought into action and approved by certain people. (like the military) In other words, he could not do it himself on his own say so.

Checked the blackout and the national guard deployment. There were several blackouts around the globe and I've been told of guard deployments in SoCal.
The trouble I'm having is that, to my knowledge, only Governor's can deploy the Nat Guard, not the President. I can't see how Trump can be using the Guard and I can see the potential of them acting in opposition to active duty forces deployed by Trump should an insurrection act be imposed.
