...you know its a complete ruse.

Which was its intent in the first place. The only nation they ever intended to actually hold to the agreement was... [drumroll]... the United States of America. No one else mattered. It was all about bringing down the lofty grandeur of the greatest nation on Earth not about "saving the planet" as if such a farce was anything more than a pipe dream within a pipe dream in the first place.

      I don't think many people realize this, but France had already sided with socialism before WW II started. Their first trip down socialism lane actually came with the French Revolution. The guillotine was a decidedly political statement - it was used without any kind of remorse or even trial. And instead of embracing freedom and liberty in that revolution, they embraced a slightly different form of feudal dictatorship which they've been subject to for 150 years. The Vichy government during WW II may have seemed like traitors to the English, but the fact that those were people already in power in France who were more than willing to simply give up and join the Nazi regime tells the real story.

    No need to get over-excited by any nation not sticking to an agreement that is not an agreement to abide by it.
    See- A Gentleman's Agreement.

    China is the best example, it agrees to do nothing for 20 years then it will begin to cut emissions, at that time they will invoke the "Hong Kong clause".
    China is strictly abiding by its agreement.
