The entire notion of the Legislative Branch imposing restrictions on the Executive Branch as to whom must be retained, etc. is a violation of the Separation of Powers present in the Constitution. While its not a good idea to simply fire everyone manning a bureaucratic post every time a new President is sworn in, the President must be able to run the Executive Branch to perform his duties. If the Legislative isn't satisfied with how the President is doing things, they are welcome to dissolve the bureacratic Agency they created in the first place or simply defund them.

I think Fauci might already have crossed the new guidelines, into guilty territory. As head of the NIAID, their name appeared on a CDC grant, half million dollars, to study the corvirus and its spread patter, in the area of China where it started. That was 2019 grant. If they were working with the level 4 lab, then we definitely need to hold him accountable. I have had both noroviurus H2N2 Asian flu and years later H1N1.
