Hi, IG. Yeah, I thought the same thing, but he later tweeted he was sorry that he must have been tired.
This particular reporter is part of their justice coverage team. He covers stories on the SCOTUS and the DoJ all the time. Not the sort to crack a joke in the middle of an assignment on a riot-torn neighborhood.
