Does NY have higher COVID19 rate, or is it just because NY has done 7 times more testing per capita? Will federal emergency funding be allocated based on confirmed COVID19 cases?

NY has done 30% of all the testing done for the entire USA and that is 7 time the rate for the rest of the USA.
Of course NY has more confirmed cases now. They have tested more people than anywhere else in the US by far.
imo, this is a scheme to get a greater amount of federal funding for NY and to prevent other locations from getting adequate treatment. NY politicians are looting scum.

De Blasio already blasted Trump that he "would not lift a finger to help his hometown" (the hometown was doing everything to make Trump's job more difficult so it is not exactly a valid accusation).
I Marin county of CA cancer cases are much higher than in the rest of the State, for the same reason: more testing, better healthcare options.
