Georgia had the highest representation ratio, at 1.5, meaning it contributed 50 percent more than its share of the country's eighteen to twenty-four year old population. By this measure, Florida, South Carolina, Virginia, and Arizona round out the top five. On the other end of the spectrum—states that contribute fewer recruits than their share of eighteen to twenty-four year olds (those with ratios less than one)—are Washington, DC, North Dakota, Rhode Island, Massachusetts, and New York.
Naturally, the people in DC who send the military to die have the lowest participation rate in defending America.

It may be they are counted in the various state numbers , but they should be called out. Same is true for the territories and trust holdings (Guam., American Samoa for example)
Does anyone know his figure?
Not to mention DC.
For example, CA actually had the largest number of recruits but compared to the population of CA the ratio was smaller than ratio average in other states. TX had the second largest number of recruits.
So much for equality of outcome, hah?
Just goes to show the brain set of these states, these states and a few others in the Low participation category should not be allowed to vote in any national election...in fact, let's extend that to all cities too!
