OK, I see now. The problem is verbiage. So if the Congress shoots it down, the President will veto it. As we all know, it takes 2/3 of the Senate to override a presidential veto, so if that happens the Congress should vote to ignore the veto, and that should involve a simple majority. After all, it wouldn't be an override, would it.
