This is so bizarre you would think it was a bad movie plot. WTF is a 73 yo doing with a gun and a taser and not knowing the difference. He is responsible for his actions, whether intentional or not.
It's been a long time since cops were allowed to carry double action revolvers. That means that the pistol had to be cocked before firing. Secondly, a revolver's shape doesn't feel at all like a stun gun. If the officer was carrying a Glock, I might be OK with in the heat of the moment they both felt the same and out of force of habit he racked on into the chamber and pulled the trigger.
