Net Neutrality is here. Can we say "ambiguous?"

FCC Goals for the Open Internet
The FCC is currently considering a proposal for rules for the Open Internet that would establish that behavior harmful to consumers or competition by limiting the openness of the Internet will not be permitted. The proposed rules would ensure:
1. Transparency: That all Internet Service Providers (ISPs) must transparently disclose to their subscribers and users all relevant information as to the policies that govern their network;
2. No Blocking: That no legal content may be blocked; and
3. No Unreasonable Discrimination: That ISPs may not act in a commercially unreasonable manner to harm the Internet, including favoring the traffic from an affiliated entity.
Point 1. Define Relevant, and to whom. Who defines that relevancy? What is the penalty for non-compliancy?

Point 2. Legal content for where? different states have different laws, so who will be liable for the data coming and going?

Point 3. Define unreasonable. Also the inverse define what "IS" reasonable discrimination? Who will define the reasonable and unreasonable discrimination and will it be retroactive since the beginning of the internet/arpanet?

Oh yes, the internet will now become so bogged down with compliance, red tape, that I can see our costs going up and our bandwidth being reduced. I guess I can soon say goodbye to my 10 mb Up and 60 MB download speeds.
