In the article they specifically mention Las Cruces, NM. This is the same place where they have had several incidents of forced xrays and invasive procedures checking for drugs, leaving innocent victims with a hefty hospital bill.

    I don't understand how forfeiture ever got started. We already has a system to put penalties on people convicted of crimes. Why did they ever think it was a good idea to impose penalties on people not convicted of crimes.

    How can someone be responsible for forced x-rays? How can the courts enforce a contract between the victim and the hospital if there was no meeting of the minds?
