Newsflash to anyone who doesn't know how trade with China works: Bribes. In order to get ANYTHING done in China, you have to have the right permits. That means bureaucracy. That means that those applications you send in sit in a desk until some clerk decides it is in their interest to pull them out and process them. They don't do it unless there is money changing hands under the table - direct bribes. And because US companies by law are forbidden to participate in such, they have to wrangle other kinds of deals in order to get their stuff to market.
